Cyberattacks
Beginning on April 27, Estonia fell victim to a series of powerful cyberattacks. The attacks entailed a broad array of techniques, beginning with simple spam posting and ranging to well-coordinated DDoS (Distributed Denial-of-Service) attacks against the IT systems of the Government. A DDoS attack consists of the sending of multitudes of meaningless queries by many computers to a specific server or to a network of computers. As a result, the targeted network or server becomes oversaturated or simply ceases to function.The cyberattacks were coordinated in the Internet in the Russian language. Many of the attacks originated from computer networks and servers situated in Russia. The Internet was used to distribute detailed instructions on how to act in the Russian language. These instructions covered topics about the nature and execution of attacks (how to attack), as well as information about targets (what to attack) and timing (when to attack). The instructions were disseminated on websites, in forums, and in chat spaces.In most cases, these were very basic instructions, which don’t require the user to have particular knowledge or skills. This facilitates attacks being carried out at the level of the ordinary citizen. All one requires is access to a computer with an Internet connection.The first attack took place on April 27 after the first night of rioting and was fairly simple. The portrait of Prime Minister Andrus Ansip on the home page of the Estonian Reform Party was defaced. On the same day, the first denial-of-service attacks were directed against Estonian government organizations. Some of these were successful, but it was possible to restore the normal operation of the websites within a reasonably short time.The first signs that someone was urging attacks to be carried out against Estonian web pages was discovered on April 28 at the address http://2ch.ru and http://forum.xaker.ru. Discussions were also taking place about how to finance the rental of the server farms and botnets needed to carry out massive attacks.A botnet (a robot network) consists of a large number of hijacked computers that are used for the purpose carrying out an attack or for distributing junk mail. So-called Trojan Horse applications are often used for the hijacking of computers. These log onto chat lines in the Internet and await instructions from the party who controls the botnet. Botnets are ordinarily owned by criminal gangs, who rent botnets in order to be able to launch attacks, usually against enterprises, for criminal purposes. Simultaneously, the detailed orders to attack, as described earlier, were being disseminated via the Internet. Although the majority of the attacks that resultantly took place were of a rather primitive nature, they were effective for the purposes of creating chaos and confusion. The attacks were also discussed and coordinated in concert in IRC (Internet Relay Chat) environments, which are intended to be used for group discussions. The consequence was a large incremental increase in spontaneous attacks carried out by individuals. On April 30, a sharp rise took place in respect to the sophistication of attacks and the resources that are needed to carry out such attacks. From this point on, a number of very complex attacks were launched. The attacker or attackers were able to dedicate substantial resources to the attacks against Estonia, which is indicative of the existence of a well organized and financed opponent.By this time, the Estonian authorities had blocked the majority of Internet traffic arriving in Estonia from IP addresses with the extension .ru, as well as from other foreign IP addresses. Then the brunt of the attack shifted to Domain Name Servers in the DNS system. Domain Name Servers “translate” IP addresses into human-friendly website names that are utilized by the majority of Internet users. As a result, websites become recognizable as addresses (for instance, in the form www.nato.int), instead of appearing as numerical IP-address combinations (an example of which would be 127.0.2.6.4.7). Putting the DNS-system out of commission would cripple all Internet use throughout Estonia. Some of these attacks were able to achieve temporary success.During the first days of May, telecommunications companies (Elion and Elisa) providing Internet services and Estonian media publications (Postimees) were added to the list of targets. The attackers covered their tracks by using global bot networks (not all of which are located in Russia), by using proxy servers located in third countries as the channels for their attacks, and by distorting their IP addresses.

First cyber attacker arrested
Dmitri is suspected of computer sabotage and of damaging connections to the computer network (Penal Code §206 and § 207). He actively participated on various Internet forums helping to organise cyber attacks, announced the spokesperson of the Public Prosecutor’s Office.
Dmitri independently volunteered and supervised other forum users in organizing the so-called DDoS attacks against several Estonian servers. As an Estonian resident, Dmitri had a good overview of the local Internet landscape and had the know-how for choosing targets. He instigated attacks against the web pages of local authorities as well as various political parties.
“Those who believe that they can be completely anonymous on the Internet and do whatever they like are seriously mistaken,” said Public Prosecutor Margus Kurm. “There are many competent specialists with the Estonian Police who are capable of tracking down even the most shrewd hackers”.
Senior Superintendent of the Central Criminal Police, Ivo Kolk, stated that the police has vowed to prosecute, to the full extent of the law, those attacking Estonian servers. “This crime, like any other crime, leaves a trace that will lead us to apprehending the criminals. The Central Criminal Police, in co-operation with specialists of other local authorities and private enterprises, has determined the main channels of anti-Estonian attacks as well as the culprits”.
Criminal proceedings for the apprehension of the organisers of the cyber attacks continue, and the number of suspects may increase. The purpose is to apprehend and prosecute all Estonian residents who have attacked servers themselves or have aided hackers from outside Estonia to do so.
Through international co-operation, Estonia aims to pursue the individuals who perpetrated these cyber crimes and bring them to justice, in accordance with the laws of Estonia. (http://www.delfi.ee/news/paevauudised/estoniareports/article.php?id=15856367)
Sõbralik karu ehk mets läheb peale.

Riigikogu fuajees naeratas karu metsanädala näituse „Mets läheb peale” avamisel osalejatele. Lisaks karule sai vaadata fotostende metsadest ja metsatöödest, osaleda saagimisvõistlusel ja vestelda Metsanädal 2007 korraldajatega.
Kindlasti leiaks see ja paljud teised toredad üritused palju rohkem kajastust, kui ei oleks seda sõnasõda Pronkssõduri ümber. Loodan, et täna ja homme sõnasõjast kaugemale ei minda ning aprilli lõpu sündmused ei kordu. Samuti seda, et konflikt vaibub ja kõik eestimaalased saaksid tegeleda palju meeldivamate teemadega.

Ukrainlased ostavad Eesti tooteid
Vastuseks Venemaa mitteametlikule majandusblokaadile on Ukraina ajaveebnikud alustanud kampaaniat „MINA OSTAN EESTI TOOTEID”. Muuseas lubatakse osta Kalevi šokolaadi ja Saare kalatooteid.
Pärast esimest märatsemise ööd Tallinnas vestlesin Kiievis Kanal 5 ajakirjanikuga, kes ütles, et ukrainlastele on Eesti sündmused kasulikud: „Kui väike riik julgeb näidata ennast riigina ja ei pelga Venemaad, siis süstib see julgust ka meile oma tahtmist saavutada,” oli tema seisukoht. Ta imetles (kui mitte öelda kadestas) Eestit ja avaldas lootust, et kunagi on ka Ukraina sama tugev.
Ukrainlaste toetust Eestile näitab selgelt ka see ajaveebnikute aktsioon. Mäletan, et kui aasta eest sulges idanaaber piiri Georgia Borjomi veele ja veinidele, siis toimusid ka Eestis sarnased solidaarsusavaldused (http://www.meikar.ee/blog/?p=146=). On selge, et Balti riigid, Ukraina ja Gruusia tunnetavad sarnaselt Venemaa imperialistlikke ambitsioone ja ühtsus nende vastu seismisel on meie kõigi jaoks oluline.
Euroopa ärkav toetus Eestile
On möödunud nädal ärevate sündmuste algusest ja nüüd on lõpuks Euroopa ärganud ja mõistnud, et rünnak Eesti vastu on rünnak kogu Euroopa Liidu vastu. „Duumasaadikute läbikukkunud visiit sundis Merkelit Eestit toetama”; „EL asus kaitsma Eesti diplomaate Moskvas” on rõõmsad pealkirjad näiteks tänases EPL-is. Loodame, et peagi võetakse Brüsselis vastu Euroopa Liidu ühine Venemaa käitumist hukkuamõistev seisukoht.
Euroopa masinavärk käivitub aeglaselt. Mõistetav. Oluline on, et meie kuus Euroopa Parlamendi saadikut nüüd näitaksid, et neil on Euroopa fraktsioonides sõnaõigust ja mõjuvõimu. See, et Euroopa Parlament ei ole just kõige tugevam löögirusikas, ei ole siinkohal oluline. Euroopa Parlamendi abil on võimalik piisavalt mõjutada rahvusparlamente, MEP-ina selgitada olukorda oma riigi meedias ja ühisavaldustega mõjutada seisukohtade kujunemist.
Eile kirjutasime koos Kristiina Ojulandi ja Airis Meieriga Reformierakonna nimel avalduse Euroopa ja maailma liberaalsetele parteidele. Tean, et samalaadsed avaldused on edastatud/edastamisel ka sotside ja IRL-i poolt. Oluline on siinkohal unustada erimeelsused ja tagada koostöö. Vaid nii on võimalik Euroopale seletada Eesti positsiooni ja seda, mis tegelikult toimub.

The attack by Russian Federation against Estonia is lasting and the situation goes worse. By acting against one of the member states of European Union, Russian Federation is acting against the whole European Union.
1. Estonian Ambassador to the Russian Federation, Mrs. Marina Kaljurand, experienced the attempt of physical attack today by pro-Putin youth organization Nashi(Ours) activist in Moscow. Moreover, today the Swedish diplomat car was damaged in its way to the Estonian Embassy. Yesterday, the Estonian flag was torn from the Embassy building. Nashi have been surrounding the Estonian Embassy in Moscow already 6 days.
These actions are all in breach of the Vienna Convention of diplomatic relations. Despite a number of promises by Russian Foreign Minister and by prominent Duma members to restore the order and guarantee security of our diplomats and the Embassy situations has not changed to the better.
2. The Russian State Duma delegation, which visited Estonia on 30. April – 2. May through the intermediation of the European Union’s Presidency, demanded the resignation of the Estonian government.
3. It has been proved that massive cyber terrorist attacks against Estonian governmental institution websites and that of the President’s Office’s have been made from IP addresses of concrete computers and by concrete individuals from Russian government organs including even the administration of the President of the Russian Federation.
Since restoring its independence, Estonia has been the object of an extensive long-term Moscow-led misinformation campaign aimed at discrediting and destabilizing Estonia. Russian diplomats in Estonia have also actively led and organized the activities of political fringe groups. Representatives of the Russian Embassy in Estonia have had regular meetings with the main organizers of the riots in Tallinn and other Estonian cities immediately before the events started
The war graves on Tõnismägi and the monument were situated at a busy bus and trolleybus stop and people de facto were walking on part of the graves. The site has being used as a pretext for inciting hatred, last years there were incidents involving extremists of different kind. Due to the acts of vandalism in capital of Estonia, Tallinn on the nights of 26 of April, Estonian Government decided to relocate the monument of Bronze Soldier already on early morning of 27 of April for security reasons. It is now erected at the main military cemetery and will be opened on May, 8 in presence of the members of the Estonian Government, Allies of the Second World war incl Russia are also invited. We really hope that relocated grave and monument will become real place for mourning the dead.
The truth is that most of our Russian-speaking compatriots have been on Estonian Governments side during the troubled nights and days of the past week. The Bronze Soldier in its new place in military cemetery has been already accepted by many people. Russian speaking people have been thanking for giving a peace for the statue. These reactions show clearly the difference between the people who really want to memorialize the soldiers from the ones who use the memorial as the put-off to attack the Estonian government and state, vandalize and create sedition.
Questions are asked about the efficiency of Estonain long-term intengration programme. There is no alternative to integration policy and the Government declared its intent to initiate further steps to pursue the integration policy. Estonia was and is a home for people with different ethnic backgrounds and during last days organisations representing different national minorities expressed their support to the government and inclusive policies.The strength of European Union is in its unity and this unity is the target of the attacks of Russian Federation at the moment. Liberals have always expressed the freedom, peace and democracy as the most important values. We need to act now together in order to defend our values, democracy and the rule of law.
European Union is under attack. European liberals should not accept Russian Federation to violate the Vienna Convention and continue the siege of Estonian Embassy in Moscow. European liberals should not accept demands to the resignation of the democratically elected Estonian government coming from Russian Federation. European liberals should strongly demand Russian Federation to stop cyber-attacks against another country’s public institutions.
Taking into account the current situation, Estonian Reform Party asks European fellow parties, ELDR, ALDE and LI to express clear and present support:
1. To condemn Russia's behaviour in the strongest possible terms not just calls for dialogue and cooperation between the two parties.
2. To call the Russian Federation to implement the international law and to guarantee the security for the Estonian Embassy and European diplomats.
3. To express the opinion that European Union - Russia Summit should not be allowed to develop into a forum where Russia accuses Estonia and EU is not able to agree a comprehensive respond.
4. To state our worry about political developments in Russia which lead to the erosion of democracy and endanger basic human rights and freedoms.On behalf of the Estonian Reform Party
